Anyone know if there is a technique for catching herring with a rod and line? and when they are off shore?

Dunno about catching them, but according to FISH (Grigson and Black)
they move inshore to spawn. Spawning seasons are: Atlanto-Scandian and Thames, spring; north Scotland, summer; southern stock, autumn.
Apparently they are best to eat just before spawning.

Make up a trace with the smallest gold plated hooks you can get.
tie the hooks on droppers about 10-12 '' apart.
Add a weight at the bottom and a swivel at the top.
Jig for them in the evening or low'light conditions.
Search depth of water from top to bottom,
You often get them near to shore in the evening
Bare hooks (gold plated) will catch them.
