As beekeepers, what are our legal obligations if we give away or sell our bees. Do we have to notify Defra ? Or keep records of recipients ?

AFAIK no legal obligation whatsoever.

You mean that each one does not have its own passport & EID (you dont want to manually count them do you) wing tag?
