Do you think oxen would need shoeing if they where taken on metalled roads a lot?
I witnessed an ox being shod in India twenty years ago.
They aren't as obliging as horses.
Working horses don't necessarily need anything more than grass, depends what work they are doing. As a means of transport, ie being ridden, grass is plenty. Neither are shoes absolutely necessary, mine are barefoot and many other people don't shoe their horses. Nice native bred something with hard feet, that's what's needed. Or oxen. Preferably both. Though a wooden bike would be pretty cool.
