Again, meat producers please correct:

there are two food chains, one for humans and one for pet-food. They do touch, human food that is not up to scratch gets passed over to the pet-food chain. There is an opportunity for meat to pass in the other direction.

Not just like cattle, there is no central database for horses and no need to report movements. It may be down to trust for horses but cattle can be checked up on. There is some scope for dishonesty in cattle but it's not as easy to get away with.

It depends what you mean by opportunity - there's always an opportunity to do anything, legal or otherwise. You can feed human grade meat to pets but you can't feed pet grade meat to humans, not legally, and the premises approved to specifically handle pet-only food would not be permitted to produce human food too.
