Yes - It would be a fun thing to do with little ones. It would be nice if they told you what the seed mixes were though. I suppose it would be easy enough (and cheaper) to make your own with meadow seed mixes.

a great idea I'm currently wondering whether I should dispose of our excessive amount of nasturtium seeds by surreptitiously scattering some in the corners of the local playground that are currently overgrown

Why not make your own with the kids. Balloon only partially blown up (small size). Paper mache the outside of the balloon. Wait until dried. Deflate the ballon. Go to the local Aldi or wilkinsons or anywhere that sells cheap seeds. Partially fill the paper mache bomb up with mixed seed and compost, and then apply single paper mache strip to the hole. Let dry. Hey presto a bomb.
