Looks like a fungal disease. Was it near a fish farm, or sewage treatment plant?

Possibly as there are a few of each around plus illegal septic tank disposal if they can get away with it

Aquarium fish get whats known as white spot.

I have seen this on occasion in Rainbow Trout fisheries and on my own aquarium fish. Saprolegni is the name I believe and most waters contain some form of this mould/fungus. We treat the aquarium fish with methylene blue, don't know why it occurs but poor water quality and stressed fished probably makes them more vunerable to it.

I saw quite a few infected fish in the Derewnt from the bridge at Chatsworth House last September.
