I have two male pups small terrier type cross 18 weeks and a very large spaniel/mastiff type 14 weeks. The large dog is the more nervous of the two.

I am struggling to toilet train them. They are taken outside regularly for loo breaks, I praise them when they 'perform' Initially I have tried to be laid back when they go indoors and just clean it up, now they are older I raise my voice and say no.

I can understand that the big one in particular can't go through the night yet (occ he does) but they are nipping off to do solids in dark corners during the day when my back is turned and the door to the garden is open. They perform outside when we are outside but they rarely go outside on their own.
They are usually hanging around with me and my daughter and the larger pup just gets up and pees at will, not always with an obvious warning, and he pees vast amounts.

Do I just press on and hope it improves? Should I be harsher? Old fashioned method was to rub noses in it etc but I don't want to make an already nervous dog, worse.

With the terrier type it seems to be laziness, depends on the weather (he feels the cold) bigger pup, I just don't know, he is very intellectually challenged and clumsy. Am I expecting too much too young?

When our 2 sheepdogs were being toilet trained, we cleaned up any accidents with a bicarbonate of soda based water spray. This seemed to be effective in removing their scent and discouraged them from returning to the same area to toilet.
In contrast, our friends used to clean up puppy mess indoors with bleach which seemed to encourage them to actually soil these areas again.The smell of bleach seemed to mimic their own urine and you can guess the rest.
We have 2 golden retriever pups, 8 weeks old, and are doing the same trick with the bicarb.

Our puppy class told us to use a cage, and hold the pup in there, with water and bedding for about an hour, and as soon as we let her out, take her out for toilet, and maybe a walk, and play, then back in again. We did this for 3 days and she was trained.

The theory is that dogs do not like messing their beds, and will learn to hold it. You must take them straight out, and give lots of priase and reward when they perform. We use to say the words wee wee, what ever was produced, and now, most times we can tell her to go out for a wee wee and she will go out and perform. We only needed the cage for 3 days, although we used it a little longer, and gave her her dinner in their whilst we ate our evening meal.

We have taken it away now, and she sits in her bed whilst we eat, not begging.
