Can silage be used successfully on the allotment, there looks to be several mounds of it next to our communal pile of manure near our allotments, it has that fermented smell, just curious ….?

Yes, but best to either mix it well with the soil, or spread it out to dry a bit before transplanting into it or applying as much on something already planted. When it's wet and fresh it can release some volatiles that will injure tender young plants/leaves.
Can be acidic, but that acidity will breakdown over time, and shouldn't affect soil pH very much, but in the short term might help control weeds a bit more (? Just speculating now)

Funny enough just drove past a farm that had spread out loads of silage in piles, so as slim says I guess.
