STRENGTHENING THE GROWTH OF RENEWABLES

Energy Minister, Malcolm Wicks, today outlined a limited number of options to further improve the effectiveness of the Renewables Obligation (RO). The RO ensures all electricity suppliers produce a specified and increasing amount of their energy from renewable sources.

The options are included in a consultation document published by the Minister today. He said:

"The Renewables Obligation is the cornerstone of our renewable energy policy and has been very successful in developing this vital new energy sector. Last year saw the biggest increase in renewable generation so far and we want to see it go from strength to strength.

"The changes we are proposing are designed to refine the scheme further and take us closer to our 2010 target of 10 per cent. They are intentionally limited and seek to maintain the stability of the Obligation while improving its effectiveness over time. We will consider carefully responses to the consultation before bringing forward secondary legislation to amend the Renewables Obligation Order for 1 April 2006."

Responses received to the preliminary consultation earlier this year, indicate that there is widespread support for the impact that the RO is making on the market for renewable electricity in the UK. There was also support for government to limit the number of changes under consideration in order to maintain the stability of the Obligation while improving its effectiveness over time.

The 2005-06 Review statutory consultation document sets out a range of policy options designed to improve the effectiveness of the RO, whilst avoiding fundamental changes to the Obligation's key operating principles. The proposals are to:

- Make some limited changes to the eligibility of electricity generated from mixed wastes.

- Modify future rules for low cost technologies.

- Simplify the administrative arrangements for the Obligation (including for smaller generators).

2. Renewables Obligation (RO)

Introduced in April 2002, the RO requires all licensed electricity suppliers in England & Wales to supply a specified and growing proportion of their electricity sales from a choice of eligible renewable sources. Individual suppliers are responsible for demonstrating their compliance to the energy regulator Ofgem, through a system of Renewables Obligation Certificates (ROCs). The RO is the key policy mechanism by which the Government is encouraging the growth necessary to reach the UK's renewable energy target of 10% of electricity from renewable sources by 2010.

3. The Renewables Obligation Review is an Energy White paper commitment. The Energy White Paper was published in 2003.

4. The level of the RO was 3% when it was introduced and now stands at 5.5% for 2005/6, and will increase each year to reach 15.4% by 2015/16

Hi Be.....awful slow going isn't it...have I read it correctly, this is the trade requirement for Renewable obligation....they will just see these new regs as an extra business expense..up prices..and forget it.Admittedly there is competition to keep net prices down but the real need is for the consumer to shop around, do their own thing to create energy, insulate and so on.Mind you still a big improvement over years before. Routing any improvements thru business or even an individual...they will want their cut.An OAP friend has just gone to Spain for 3 months...cost him 1pence plus taxes to get there, the savings on the heating will pay for the holiday..daft isn't it.

As announcements go, its a bit of a non-announcement.

There's an obligation to consult about beneficial changes to the ROC legislation. And they've anounced that they've read this year's suggestions, and here are the (tiny and technical - I think...) changes that they are proposing to make law next April, and presumably becoming effective at some date after that.

Has anyone figured out *exactly* what changes they are proposing?
