Mirka abranet on one of their sanding blocks has to be the best way to sand by hand, easy to change grits and the stuff lasts so much longer than sandpaper.

I've had an electric Mirka sander with extractor for ages which is really great but v expensive, the manual sander might seem expensive but well worth it.

There is an 'artificial shark skin' available at quite a lot of places now in various grades. Really good for hand sanding as although it eventually wears out, it lasts a lot longer than sandpaper and can be used for ages. All you need to do is to knock the stuff you sanded out of the fibres and carry on. Downside is that it is made of plastic, but can go on for years, so probably no higher carbon footprint overall than using many packets of sandpaper.
