I'd ask my neighbour but I feel that although he could slaughter for us he doesnt follow any rules other than those of "apero"

Very true! Really was a case of NIMBY! Still fighting on though...
Local planning being a case in point - if the confusion continues over what is sustainable / low impact / carbon neutral etc then ...

Usually yes but they want the zero carbon regs applied from 2011

which is 5 yrs before England! They have in fact limited it at level4 (not) carbon neutral) IMHO this is of course rather presumpt ...

It's worth remembering that the lifting of restrictions applies to England only! Here in Wales the WAG are still messing about with the regulations and it is really up to the local planning dept as to ...
